Bookmarks in Link Bars in FrontPage 2003

When modifying a link bar, when I click 'Place in This Document' so that I
can link to a bookmark, I get 'Internal hyperlinks are disabled in this mode.'

However, all the books I have read infer that they do, and I can make this
work by physically modifying the HTML by adding #bookmark to the hyperlink.
When I do that, however, Frontpage merrily resets it when I load the web into
Frontpage subsequently. Why should Link Bars merley support a subset of
hyperlinks?
