border around a text

Dear Sirs

I am trying to understand the following question:

Draw a box arround the folllowing paragraph with
a ½ line space between text and the border.

I know how to draw a box around text, but what about
the second part.?

Draw a rectangle, half an inch larger all round than the paragraph.

Make it transparent

Place it over the text.

Does that work?
