Bordered Text in Word

I do not know if this is the correct forum to request
assitance on this particular problem but I have already
tried using the Newsgroup option and have not found
resolutiion.

If this is not the correct forum, please advise me as soon
as possible as I am required to complete this project for
a charity organization.

I am attempting to partition sections of a page into
halves and quarters. The partitions will be populated
with advertisements (text & Clip Art border). [Two per
page and four per page] I have found how to place border
around text:

1. Insert.Picture.Clip Art [Search Text: Border]
2. Right click to select border
3. Format Picture.Layout.Behind Text
4. Draw text box
5. Insert text

Once I have composed the advertisement I cannot position
the advertisements; it will not group. What is the
recommended method to segment the page into halves and
quarters, and populate the segments with the bordered text?

When I had a similar project to do, I used Tables to hold the graphics. I
formatted the table so that it contained cells which were the appropriate
size for the add. I could then position my graphic inside the cell at the
appropriate place and manipulate text inside the cell without having
everything jump all around the page.

But the recommended way to do this would be in Publisher.
