Borders don't or won't print to the edge of a 8.5 x 11 sheet of paper.
When viewing in print layout it looks fine but in print preview and when it
prints the border does not make it to the edge of the paper.
This really looks bad for presentations.

Any help is appreciated.

I don't think a printer exists that can print to the edge of the
paper.

When you see something "bleed" to the edge of the page in a magazine
or book, it's because they printed on larger paper and trimmed the
edges.

You need to have a full-bleed printer for this. Some modern printers can do
this - mainly for photographs - but it is not a normal function of a home or
small office printer.

Thanks, Actually my question should have been, Background doesn't print to the edge of the paper.
Is this the same scenario?

Thanks,
I cheated it once by changing the margins (and it printed to the edge) but
don't remember how I did it. Any suggestions there?

All I can suggest is trial and error. Every printer is different - some may
be able to be tricked, others not. I've never tried it!
