Borders

I have created shared border no problem.
However as you know every computer has different display
setting. How can I set the left and top border to stay
together. When you open my page the top is center or I
can Left justify but it's looks out of place with the left
border.

I've seen web page were they seem to move together,
centered. That's what I want to do.... can you help
pppplllleeeeaaaassssee.
