Borders

Suppose you want a right border (could be any cell border, I use a right
border to illustrate my question) on each cell in a range.

In previous version of Excel, you selected the cells in the range, clicked
the right border and each cell in the range would get a right border.

In Excel for OS X, you select a range, and it will only add a border to
the cells in the left column of the selected range....

Does everyone else's Excel work like this too? If so, this is quite a loss
of functionality!!!

When I choose a right border, XL98, XL2001 and XL v.X all put a
right border on the right column (not the left) of the selected
range.

Are you talking about XL5? (I honestly don't remember what that
version did).

In the border dialog or the formatting palette, you have an option
to insert interior borders.
