Break Access 1.0 DB Security

I have been given a DB that had security set up on it.
However; the computer system on the old computer crashed
and it appears the System file was corrupted. I have
found a System.mdw and a System.mda on the old computer.
When I attempt to open the DB the a popup appears
suggesting I open or convert the DB. When I try either
it reports you cannot perform this funtion with a 1.0
database.

I assume the DB was created therefore in 1.0

Is there any way to create a new system file and open
this old DB which appears to be written in version 1.0 ?
