Bring Back The Office Shortcut Bar

Then create a new one. Right-click the Windows Task Bar, select
Toolbars/New Toolbar.

But I want my tool bar on top, bottom is too cluttered as
is. That idiot that wrote that getting rid of the toolbar
was the best thing Microsoft ever did, needs to lay off
those funny cigarettes.

either in any official capacity.

Another Alternative is Perfect Menu

It adds functionality to Right Click Menu's. You can create replacement
menus or add on menus to add additional commands to Right Click Menus. You
can add application shortcuts. You can create key sequence commands to save
files to a default location. It stays hidden until you Right Click

You can move it to the top if you create a new toolbar, indeed you
can even move the quick launch one to the top if that's your kink.
Now, for the idiot remark, just because I didn't like the shortcut
bar it doesn't make me an idiot and neither doesn't mean I'm on
drugs. I'm not sure about you though, you don't seem to know you can
create a new toolbar AND move it (or an existing one) to the top of
the screen, so, who exactly is the idiot here?
