Bring Outlook 2000 into Managed state for exchange deployment

We currently run a 3rd party mail server, and our Outlook 2000 clients are
configured to POP their mailboxes on the server. We plan to migrate to
exchange 2003 soon, and I'd like to find a way to reconfigure the clients
via Group Policy instead of manually visiting each workstation. If there's
a way to make the import of .pst data into exchange using exmerge a part of
this automated process, that'd be even better. I've got a general idea of
what *should* be possible in my situation, but am having a hard time nailing
down the specific tools I need and mapping out a clear migration plan.

First, I think I need to bring Office 2000 -- or at least Outlook -- into a
managed state via a software intallation policy. Is it better to do this as
a separate step prior to the exchange migration, or as an integral part of
the migration?

I've played a bit with the Custom Installation Wizard, and heard of other
tools, but still can't find the tool that'll actually let me configure email
settings for clients. I need to switch Outlook from internet mail mode to
exchange mode. Prior to the exchange migration, it would also be useful to
me to be able to specify a custom port for SMTP and deploy that change to
all my clients as well.

Any pointers on where to go next are appreciated.
