i would like to create a constant wide border around my
website. the look i want to achieve is to use only the
centremost say 600 * 400 pixels of the available browser
window. my website is quite simple - i have a frames page
with left and right frames. the left side is a navigation
bar controlling the pages that show in the right side.

"Box" your page frames
Set Current right frame to 600px minus the width of your left frame content
Make the left frame content right aligned and use a variable sized (*) frame
Add a 3rd empty frame variable sized (*) to right of your current frame
Then wrap that whole frameset in another rowset frameset w/ the top/bottom frames set as variable width (*) and the middle row
(current frameset) set to 400 px high
