broken off page reference visio 2003 professional

I have a visio document with approximately 500 pages
(approx 10 meg in size) that I have been saving as a web
page, until recently this was working smoothly, however,
now randomly some of the off-page references (that get
converted to hyperlinks in the web pages)have stopped
working.

when I export into the VML format, the links are
completely broken.

however if I export into a gif format I can right click
and then click on open web page in the menu and it works
fine (even though clicking nomally fails to make the link
function)

has anyone else seen this, or have any ideas what might be
causing it ?

has anyone expericend this ?
