BROWSER RESOLUTION AND VIEWING AREA

I just completed a website for a client with Microsoft
Frontpage 2000. My computer resolution was set at 1600 X
1200 and I can view the entire page of each web page when
viewed online. My customer has his computer resolution
set at 800 X 600 and is complaining that he can only see
half a page and has to scroll vertically to see the rest
of the pages. Should I have created the web site at a 800
X 600 resolution so everyone can view the entire page no
matter what resolution their computer is set? If so is
there a way to reduce all the web pages to 800 X 600
resolution in Frontpage without having to create the web
site over? I would appreciate any help on this. THANKS
