Budget Labor

Is it recommended that you do create a budget labor cost resource? I
know how to do it, but just want to know if it is considered as a best
practice instead of just knowing what your labor budget is.

I've used them pretty effectively. Definitely helps me with change management.
That being said, there're a couple of hiccups with cost resources and MOPS
in general, with many folks concluding that you shouldn't use them.

If you're not doing timephased work contours, it should be ok. As I recall,
you'll want to set the resource to "Proposed" by default to avoid errors
on Publish.
