Budget Resources

I have some budget cost resources defined (e.g., Hardware, Software) and am
trying to figure out if 'budget' resources are the right thing to use or
should i just use cost resources without the budget flag?

I've assigned the Budget Cost Resources to Task ID =0 and put in Budget Cost
values.

Am i correct to assume that there is no 'Actual Cost' to update for Budget
Cost Resource?
OR am i missing where this accomplished at? If missing, can someone
elaborate?

I'm not seeing what the 'real' value is in using the Budget resources other
than it can only be applied at the top task (task id = 0) and would provide
me a 'budget' value for my overall project which may or may not line up with
Baseline Costs or Costs of the project.

If you want to track the expenditures of hardware and software, I would use
an Expense Cost resource instead. You can assign Expense Cost resources to
tasks, specify an estimated expenditure by typing a value in the Cost field,
and then show the actual expenditure by typing a value in the Actual Cost
field. Budget Cost resources are intended for an overall project budget,
which is not your situation at all. Hope this helps.
