You are on the right track but you missed a few steps. To create and use a
Budget Work resource, do the following:
1. Apply the Resource Sheet view.
2. Give the resource a name, such as Budgeted Work.
3. Double-click the name of the resource, select the "Budget" option, and
then click the OK button.
4. Apply the Task Usage view.
5. Insert the Budget Work field in the Usage table.
6. Right-click in the timephased grid and select Detail Styles from the
shortcut menu.
7. Copy the Budget Work field to the list on the right, move the Buget Work
field to the top of the list, and then click the OK button.
8. Select the Project Summary Task (Row 0) and then click the Assign
Resources button on the Standard toolbar.
9. Assign the Bugeted Work resource to the Project Summary Task and then
close the Assign Resources dialog.
10. In the Budget Work column in the table on the left, enter the amounted
of planned work for the Budgeted Work resource.
11. If necessary, zoom out in the timephased grid and then manually contour
the Budget Work amounts in each time period.
That's how to do it. Not obvious, eh? It's much the same as how to use
Budget Cost resources. Hope this helps.
