BUG: Footnote overwrites footer with Word 97-2003 document (doc)

I created a Document in Word 2007 (Windows) with header/footer and a footnote. I saved this as Word 97-2003 document (Compatibility Mode). The footnote is overwriting the footer in Word 2008 on the Mac. I went back to Word 2007 (Windows) opened the document and saved it as a 2007 Word (docx) format. The docx format renders correctly in Word 2008.

I this document I extracted two pages, first page has the footnote (portrait), second page has a section break to change it to (landscape).

If you think you have found a bug, use Help>Send Feedback to send it
directly to Microsoft. Microsoft staff rarely read this forum: unless you
send it in, they won't ever see it.

Sadly: If you change the format of a document to a previous version of the
file format, various things will break. This is not necessarily a bug --
sometimes it's a design limitation.

The old file formats can't contain some of the things the latest versions of
Word create.
