Build Team from enterprise doesn't work

We are having problems to see all resources in the resource pool when we go
to the option Build Team from enterprise. If you don't prefilter the resource
pool, no resource is shown in the available resource from the resource pool.
But if you filter by an Outline code (location) that we have created at
resource level, the resources are shown except when we select one location
that no resource is shown either. The total number of resources is 4413 and
for the location that it is giving error 605. Is there a limit in this filter
that can explain this behaviour? How can we fix this problem?

We have installed SP3 on Microsoft Project Professional. We have noticed that
this problem only occurs with SP3, with SP2 there is no problem. We have SP1
on the server, could it be the reason for this issue? or is it a problem of
the SP3?

From your description, it sounds like you have uncovered another bug with
SP3. This isn't the first, unfortunately.
