build team from Enterprise & RBS-code

When creating a team from Enterprise (Tools / Build team from Enterprise).
How is the resource list built? It uses the RBS-code to filter resources?
Right? Could someone explain the logic of that..? thanks.

In the future, please post your Project Server questions in the
microsoft.public.project.server newsgroup, as this newsgroup is devoted to
the Microsoft Project desktop application only. To answer your question,
the list of resources in the Build Team dialog is determined by the
permissions set in the Project Managers group and in both the My Projects
and My Organization categories. The default permissions in Project Server
allow members of the Project Managers group to see ALL resources. If you
wish to use RBS to control what resources your project managers can see,
