Build Team PWA - resource list differnet than through Project 2003

I am the the Adminstrator of our Project server implementation, but also
responsible for adding resources to project teams.(PM's don't have that
ability)
I have noticed when I attempt to use the Build team functionality though
PWA, I don't see all resources available. However, when I use build team from
Enterprise in Project 2003, I can see all resources available.
I have enable RBS based security in the categories implemented.
Why would the available resource list be different in both views.

In the Build Team on PWA, did you try the View All feature listed under
filter enterprise resources?
