Is the Build Team From Enterprise Tool dependent on the RBS level? I have a
project manager that is not able to see all the enterprise resources.

What each PM sees in the Build Team from Enterprise dialog is entirely
dependent on how you have configured their permissions through the Groups to
which they belong and the Categories to which those groups have access. If
you have configured the My Projects category to use the RBS outline code for
access to resources, then yes, this would limit what each PM can see in the
dialog. Hope this helps.
