The same idea applies. If you open the top-level folder as a new Notebok,
the subfolders will be converted to Section Groups.
At this point, you can leave the old files in 2003 format until you need to
use them, or open one Section up. OneNote should prompt you (via the
Information Bar) to either convert this one Section or all sections in the
notebook.

Thanks Patrick, but not certain how to do that, and maybe I asked the
question incorrectly. I have a hierarchy of folders, and the
subfolders contain notebooks. I want to open the root, and
mass-convert all 2003 onenote files contained in the folder hierarchy
in bulk. I do see how to open all sections in a 2003 notbook...
