bullets & apostrophes replaced by question mrks!

When I preview the Publisher file in I.E. everything looks
great, but when I upload it to my webserver, all of the
bullets and apostrophes are replaced with question marks.
Any troubleshooting suggestions would be greatly
appreciated.

I'm using Publisher 2003, on a Windows 2000 Pro box.

Where exactly under the Tools/Options menu is the option
to change the encoding to Unicode? David - are you
talking about changing the encoding in Publisher, or in my
web browser (Internet Explorer)? I'm new to all this
encoding stuff so please bear with me .

JoAnn - www.medicalchartwizard.com is the URL. You should
see question marks in place of bullets, as well as a
question mark where an apostrophe should be in the first
entry of the bulleted list. I've tried multiple fonts,
Arial, Trebuchet, MS Trebuchet, Symbol, Times New Roman,
Verdana. I'm using Internet Explorer 6.0 w/ SP1 to view
the pages. What's bizarre is that when I preview the page
in publisher, everything looks fine, but as soon as I
upload it to my webserver and try to access the page
through it, the question marks appear.

Also I just installed Office 2003 SP1 .. still no help.

Thank you guys for the quick replies, any thoughts? What
else should I try? I'm usually pretty good at
troubleshooting things, I feel like I'm missing something
big here. Thank you for your time and help.

I changed Publisher's encoding settings to Unicode (Big-
Endian) under the Tools/Options->Web tab and now
everything looks fine! Publisher has 3 Unicode encoding
settings, Unicode, Unicode (UTF-8), and Unicode (Big-
Endian). Unicode did not work. Didn't try Unicode (UTF-
8).

Will I have any problems using Unicode (Big-Endian)?
