Bullets convert to normal style

I click the bullet icon on the toolbar (or bullet via menus) - it doesn't
matter whether I've selected a word or a paragraph or nothing at all. Let's
say the style of this paragraph is STYLE-X.
This is what happens...

(1) It converts the style of that paragraph to normal style.
(2) It automatically updates the normal style to bulleted.
(3) It thereby bullets every style based on the normal style (i.e.
effectively the whole document becomes bulleted).
(4) Undoing undoes the whole thing. It does not just undo the update style.

What I want, clearly, is to have my paragraph remain as STYLE-X, but with
additional bulleting, which I could choose to update to STYLE-X if I want to.

How do I resolve this problem please?

Additional information:
To be clear, this is not the usual "update style" problem that seems to have
cropped up here quite a lot. The problem is it's changing the paragraph style
to normal.

Also, the problem does not occur when using numbering - or for that matter
any other kind of formatting.

Instead of trying to apply bullets to Style X, define a bulleted style (or
use the built-in List Bullet, which you can apply with Ctrl+Shift+L) and
apply that.

It doesn't work. If I define a bulleted style, I have to go through the same
bullet dialogue, and the same thing happens.

"List Bullet" doesn't appear in my style list. If I type it in manually, it
just loses the paragraph indent, but no bullet.

Check the formatting of your Bullet list. It sounds like the bullet is
linked to the Normal style. Note you need to click the More button in the
dialog box to see the "Link level to style" option.

Assuming Word 2003 or earlier, you can force List Bullet and other styles to
appear in the style list by pressing Shift while clicking the down arrow on
the Style dropdown. By default List Bullet has a small round bullet and a
0.25" hanging indent.
