Bullets Disappearing In Outlook 2003

Hello,

When writing a message with bullets in Outlook 2003, the bullets disappear
when the message is sent. The recipient doesn't see them, but they reappear
when replying the message.
It's like they're still there, but Outlook hides them when viewing the
message. And when returning to some editing mode (like when replying) they're
displayed again.
This happens when using Word as the editor of course.

Anybody knows this problem and how to solve it?

Ensure your users have the option checked to use Word when viewing Rich Text
Formatted messages.

I'm not sending it in Rich Text Format, i'm sending it in HTML format.
Even when I send it to myself I can't see it.
