bullets don't hold

Bear with me, I am going to try to explain something that I don't use myself
so I may be way off.
My boss uses bullets at paragraphs, He presses CTRL-7 to place a bullet and
he tells me that Word used to use the same bullet when he hit a CR without
having to hit another CTRL-7. His current Word XP (fully updated) doesn't do
this anymore. I believe this may have started when we moved from WORD2000 to
WORDXP.
I'm sorry I can't be more specific but I am trying to help in something I
never use. Can someone help me both understand what he is TRYING to do and
perhaps why it doesn't work now?
The machine runs WinXPpro and OfficeXP. all patches are current. It sound
like a config issue or perhaps a deleted feature?
