If you're looking for an actual Bullets feature such as what is found in
Word or PowerPoint, no, Excel has no such feature.
As Bob suggested you can type the standard bullet character using the
Option+8 keystroke, you can use other keystrokes for other characters, you
can use the Symbols group from the Objects Palette of the Toolbox & you can
use the OS X Character Palette to insert any character you wish.
However, there's no provision for controlling the spacing or alignment of
the bulleted items within a cell or from cell to cell. Even if the alignment
of the "bulleted list" looks OK on screen it's likely that printing will
produce a wavy or staggered effect rather than straight line alignment.
