Bullets show as odd characters and other problems

I uninstalled Office 2000, reinstalled and patched to SP-3. Same problem.

The problem is, the bullets show up as exclamation (!) symbols and others as
backward E characters.

Also, some words have spaces in them that are not really there. I checked
with the cursor. The file opens fine on other PCs. I searched MS and google,
but I'm not having any luck.

Any ideas?

Addendum:
I am find this happens on most computers except for two where they show up
as normal bullets.
