Bullets upload to question marks

Everytime I upload my resume with bullets, they change to question marks on
the job board or employer's posting site. How can I avoid this, short of
using no bullets. Is there a "safe" bullet that won't do this?

Asterisk or hyphen.

Alt+0149 may be worth testing, too (depends on the encoding).
