bullets won't move when tabbing

I can't get the bullets to move when I want to put an indented bulleted line
under a previous line. I have tried messing with the settings, but nothing is
working. The bullets look like this when I try to tab over.

first sentence first sentence
* bulleted sentence
* second bulleted sentence (bullet won't indent)

What version of Word? In Word 2003 (might be slightly different in earlier
versions):

1.. On the Tools menu, click AutoCorrect Options, and then click the
AutoFormat As You Type tab.
2.. Under Automatically as you type, select the Set left- and first-indent
with tabs and backspaces check box.
