Ctrl+Shift+L will apply the List Bullet style, if that's what you're after.
If you need to insert a bullet manually (in the middle of a line, for
example), you can initially insert it using Insert Symbol (which allows you
to choose from a vast array of possible bullets in numerous fonts). If you
have a favorite bullet, you can assign a keyboard shortcut to it through the
Symbol dialog. I have a plain round bullet assigned to Ctrl+Shift+B.
