Burning CD from Publisher 2003

I have my files saved on flashdrive as HTML doc, saved as webpage and have
index file, as well as folder called Index_files. When I preview on flash
drive, webpage is perfect. When I burn CD, photos are missing and links
broken. Any suggestions?

Did you copy the folder "index_files" and its contents to the CD?
That is where your pictures are.
