I can't seem to figure out how to put the text over a
picture for business cards. So I am left with the
undesirable two print runs to get the text and the picture
onto the paper. What am I missing?

Insert a text box. You can position a text box like a picture. You can also format the text in front of graphic. Or vice versa, the graphic behind text.
