business contact manager for outlook 2003

I am trying to use business contact manager with outlook
2003, but when it asks if i want to use bcm with the
current profile and i click yes, it always comes up with
the error message "database creation failed" it doesnt
matter if i reinstall or anything. It doesnt even show a
toolbar for bcm either once its installed. Any ideas why
please would be GREATLY appreciated!
