Business Contact Manager Registration Disables Outlook

I'm using a registered copy of Office 2007.

Often when I start Outlook, a screen appears requesting that I register
Business Contact Manager. Neither the buttons or windows controls on the
screen respond -- i.e., I can neither proceed with registration nor exit the
screen -- but the presence of the screen basically disables Outlook. The
only way I'm able to get access to Outlook is killing the application from
the Task Manager and restarting Outlook.

How can I make this registration window stop appearing?
