Business Contact Manager

I am installing the Business Contact Manager for Outlook 2003 and the following error message comes up:"Error 1931. The Windows Installer Service cannot update the system file c:\WINDOWS\...\olepro32.dll because the file is protected by Windows. You may need to update your operating system for this program to work correctly.

I went onto the microsoft website and downloaded any updates I could find. It said that there were no mandatory updates that my system needed, only 4 optional ones, which I did load. I still got the same error message when I went to reload the contact manager again. I have Windows XP Professional and I am the administrator. What should I do
