business fax listed for contacts without email addresses

Contacts that don't have email addresses show up in
the "TO" list with the business fax number listed next to
the name. How can I change this?

The standard behavior for the Outlook Address book is to display all
electronic addresses (both fax and e-mail). That behavior cannot be changed.
The only way to prevent the display of fax numbers is to store them in a
different field or to disguise them (e.g., precede them with an alpha
character) so that Outlook won't recognize them as phone numbers.
There are also a number of utilities available that can do this for you
automatically. Some are listed here:

I need to send to mixed recipient types and prefer all my electronic
addresses to be in one place.

Well congrats to you. But considering the number of people that have
posted about the topic and considering the number of times you've
responded then....

There should be a way to toggle the display of fax numbers on an off
(and similarly e-mail addresses on and off) for those users that want
to do so. MS should have built that feature into the prog.

PERIOD.

Using a third party plugin for the job is a very ugly and awkward
workaround.

I quite agree. I've made that request. You can too. The more the merrier.
You can send Outlook feature requests to (e-mail address removed) with "Outlook"
in the subject and to (e-mail address removed)
