Business Process on Using MS Project Server

I need to develop a Business Process on using MS Project Server 2003
specifically on two areas:

1. Developing a plan
2. Maintaining a plan

Do you have any procedure / process in your organization? If yes than please
give your thoughts.

Also consider that procedure should cover:
- there are people who are not tech savvy
- all aspects of Project Management
- people with 15-20 projet plan can follow it easily
- resources management (by IT manager or by PM) in it
- For maintaining plan procedure, the actuals updates (People with 15-20
plans are reluctant to adopt the accepting updates process of PS2003)
etc

Keep in mind that Im concentrating on Business Process / Procedure not
technical details of how to create / maintain a plan.
