"Business Tools" does not appear in Outlook with Outlook in "Start

1. I have MS Office 2003 installed on Win XP Pro, SP 2, with .NET 1.1 installed
2. I have a shortcut to Outlook 2003 in this folder:
C:\Documents and Settings\My Name\Start Menu\Programs\Startup
3. I have MS Business Contact Manager installed
4. Whan I boot up, Outlook starts up, but the "Business Tools" menu item is
missing.
5. I close Outlook.
6. I Wait a few seconds.
7. I re-open Outlook. The "Business Tools" menu appears.
8. I removed the Outlook shortcut from the Startup folder
9. re-booted my machine
10. waited until boot process finished
11. Opened outlook
OBSERVE:
The "Business Tools" item appeared in Outlook menu bar
CONCLUSION:
I need to find a way to delay the loading of Outlook in the startup process
so that the process 'MSSQL$MICROSOFTBCM' has a chance to start completely
before Outlook begins loading. In other words, I think Outlook is starting
too soon.
How do I solve this problem?

Ok, I have discovered the reason for the behavior and I have a work-around in
place. If I create a shortcut to Outlook and set it to run Outlook in
"Minimized" state, then the problem surfaces ("Business Tools" does not
appear). If the shortcut is set to run Outlook in "Normal window" mode then
the probelm goes away and "Business Tools" is available in the menu bar. So
the workaround is to place a "Normal window" shortcut to Outlook in the
Startup folder. It's not what I want, but at least it will suffice until
Microsoft fixes the bug. I'll submit a bug today. ;-)
