busy hour glass icon

While I am viewing email with outlook 2003 the hour glass icon continually flashes on and off as if it were saving or downloading or something. Outlook is set to download email every 30 minutes. During these times nothing else can be done, as it takes focus from anything else I try to do. Any suggestions?
