Button To Open New Form

I have inserted a button on my form with the purpose of opening a new
(related) form. I used the rules function and set up the connection, but I
get an error when I click the button:

InfoPath cannot create a new, blank form.
InfoPath cannot open the form. To fix this problem, contact your system
administrator.
Form template: http://extranet.mihomes.com/C12/Post Closing Customer Care
Vis/Work Orders/Forms
Network problems are preventing this file from being opened. If this problem
persists, please contact your network administrator.

I am unsure where to look for the problem. Thanks in advance for any help
that you can porvide.

Can you access the template your are trying to open?

Is it possible there are some permission issues with accessing the new form?
