By passing security alert message while accessing outlook data

How to supress the alert message from out look that comes up due to security
patch.

"A programm is trying to access....Do you want to allow it?"

I am trying to access all the contacts from outlook 2003 and as soon as my
programm runs this alert message keeps popping like there is no end to it.

(I do not want to use any 3rd party tool)

Any help would be great.
