By position and not resource, need custom solution?

Any developers interested in being hired for a customization job, or
perhaps know of a company that develops customizatoins for Sharepoint
solutions?

We have a problem with Project 2007 (on MOSS 2007) out of the box and we
believe there will need to be customization to meet our needs. We are wanting
to pull project time out of Project 2007 and into our billing system.
However, before that we have the following issue. At its core, our problem
is that we need to bill by position or service performed, not by resource.
To compound the problem, we have different rates for each position and for
each client project as we are running multiple client projects under the
same Project 2007 PWA instance. There are two summary explanations below,
in the event one may make more sense than the other.

Summary Description 1:
An Engineer service rate for one client will be different than the Engineer
service for another client. We cannot bill by resources in Project 2007
because they are locked to fixed rates and our resources all perform activity
in multiple projects for multiple clients.

Summary Description 2:
One resource can perform services at several different positions, each of
the positions have a different rates. We have over 20 positions/rates and
each
of these positions/rate schedules are different for each of our clients (one
resource x 20+ positions x 5+ clients).

With this customization our goal is to enter project time via a time sheet.
It can be either the built in timesheet or a custom time sheet mechanism. We
will want to report and audit on time reported by project/client but this
custom solution does not necessarily need to have that reporting built in.
The data may go into our billing system where we can then build reports.
