Bypass shift option for start up

Hello,

I have seen a post on reference to prevent a user from by passing the start
up options such as the switchboard by using a special customized tool bar or
disabling the shift key???Is there such a thing and do you know what are the
steps to do something such as this?

Search help for the allowbypasskey property and use the code to disable the
shift key. Keep a backup of the copy that has the shift key enabled.
