C# connection to Secure .mdb?

Hi Folks

Is it possible to access a Workgroup secured .mdb through ADO.net - without
MSAccess present?

I'd like to use the secure .mdb as a repository for security and license
info, but other than through a shortcut (and using MSAccess.exe) I don't
know how to construct the connection including the .mdw!
