C: drive - service.cnf file missing!

Frontpage 2003...

I get an error message when trying to publish that FP can't access my
*local* service.cnf file.

Well the is no _vti_pvt\service.cnf file!

There is a _vti_pvt\service.cnf file on the web server though.

Make sure the disc based local site is not in a folder set to read only (as in copied from a CD)
