It's my understanding that you can cache/synchronize shared calendars in
Outlook 2007 although there can be technical and performance issues depending
on which version of Exchange 2003/2007 you are connected to (see more info
below).
Does anyone here know how Outlook synchronizes calendar folders ie does it
attempt to retrieve all appointments even if they occur in the past or does
it optimize the process?
For personal calendar folders it seems that you can create a synchronization
filter but I do not see that function available to shared calendar folders.

shared calendar that is cached, an additional mail connection is opened to
the Exchange Server 2003 server. The additional connections exceed the number
of initial connections that are required to access a mailbox on the Exchange
Server 2003 server. Opening additional connections will increase network
traffic to the Exchange Server 2003 server. Additionally, the other remote
procedure calls (RPC) connections create a performance burden on the Exchange
Server 2003 server."
