Cached exchange dial-up

Is there a way to have cached exchange mode automatically dial-up when no
other connection has been detected?

So far, all documentation I have seen states that the dial-up connection
must be manually initiated for cached exchange mode to start working online
again.

This is different from a standard "Work Offline" configuration where you can
set dial-up settings, and clicking "Send/Receive" will automatically open up
a RAS connection for dialing.

Any help is greatly appreciated.
