Cached Mode not working - Windows Mobile 5.0 Activesync problem?

I am encountering a problem with my remote users. We have an Exchange
2003 Server SP2 and clients are running Outlook 2003 SP2 with cached
mode enabled. This has been set up for about 6 months, and running
fine. Recently, we've been deploying the new Motorola Q running
Windows Mobile 5.0 Smartphone, and I've set up push email over the air
using ActiveSync.

Some of these users are now experiencing cached mode problems when
connecting via VPN. Users will launch Outlook, it will say "Connected"
in the bottom corner, and "Updating folders"... but it never does
update. If I disable cached mode, it works OK and they can work
online. The problem only seems to affect remote users connecting over
a slower connection -- users on the LAN run cached mode just fine.

The only thing that is new has been these Motorola Qs being deployed
with push email. The Motorola Q's all have the AKU2 update.

I found KB article 821299
(http://support.microsoft.com/kb/821299/en-us) and tried that, with no
success. I've also read that ActiveSync and Cached Mode don't play
nice together, but I'm not sure if that specifically means the
ActiveSync application you load on your PC to sync via USB cable, or
the ActiveSync application that comes pre-loaded in Windows Mobile that
allows over-the-air sync.

Does anyone have any information on how to resolve this problem? I
appreciate the help. Thank you.
