Calculating elasped time

Hi I need to do some analysis on elapsed time.

I have the elapsed time in the format of hh:mm:ss. So if for example I
have 00:00:58 ( for 58 seconds) I need to return 5 else I need to return 1

Could someone point me in the right direction for the correct and best
formula for doing this
