Calendar appointments spanning multiple days

I am running a mix of Outlook 2002 and 2000 clients off of
an exchange 2000 server. we are using public calendars for
a couple of people. when the Autor creates a new all day
event everything looks good. on some client machines, the
new appointment will not be an all day event. instead it
will span 2 days and it will start at 11:00 pm on day 1
and end at 11:00 pm on day 2. is this a time zone issue
and if so how do I fix it?

Check the time zone and daylight saving time settings in both Windows and
Outlook on all the affected machines.
